Actually, from everything I've read holes down is the correct way. Maybe point them slightly out at 5 or 7 o'clock, but not pointed up. Apparently there is still enough of the pipe to direct the water, and it is more important to have them down to collect water rising up through the soil, otherwise the ground needs to get completely saturated before the water rises up enough to enter in the holes if they are at the top.Also if it is up it tends to collect silt and clog the pipe, rendering it ineffective.http://www.contractortalk.com/f9/drain-pipe-holes-up-down-23077/http://forums.finehomebuilding.com/breaktime/general-discussion/perimeter-drain-pipe-holes-or-down
